▶ ▶ Article Summary
Concerns have been raised that since Kim Jong Un took power, North Korea has been engaged in organized repression against overseas defectors and dissidents. The Transitional Justice Working Group (TJWG) recently released an Issue Brief Report asserting that North Korea's transnational repression is a systematic and widespread organized crime at the state level. Transnational repression refers to authoritarian regimes committing crimes and human rights abuses, even in foreign jurisdictions, to silence criticism of their corruption, incompetence, and tyranny. The report classifies North Korea's transnational repression into four types: ① Direct Attack (Assassination/Kidnapping), ② Involving Other Countries (Cooperation in Forced Repatriation), ③ Controlling Mobility (Passport Confiscation/Family Hostage-taking), and ④ Remote Coercion (Cyber Attacks/Repression by Proxy).
Key examples include ▲ the assassination of Kim Jong Nam, ▲ forced repatriation of defectors through judicial cooperation with China and Russia, ▲ confiscation of passports from overseas workers and taking their families in North Korea hostage, and ▲ South Korean-settled defectors being pressured by North Korea's State Security Department to provide information on other defectors.
Related cases were confirmed in 10 countries, including Asian countries like South Korea, Japan, China, Malaysia, and Laos, as well as Russia, Italy, France, Cuba, and the United States. TJWG is concerned that transnational repression could occur in any of the approximately 90 countries where North Korea has dispatched its citizens. TJWG plans to hold an international conference in Seoul next year to discuss countermeasures against North Korea's transnational repression.

"They set up kings, but not by me; they appointed leaders, but without my knowledge. With their silver and gold they made idols for themselves, to their own destruction." (Hosea 8:4, NIV)
- Merciful and Gracious God, have compassion on the North Koreans. May the three-generation hereditary dictatorship of Kim Jong Un in North Korea, which systematically commits crimes against its own people through assassination, kidnapping, forced repatriation, family hostage-taking, and cyber attacks, not only within North Korea but also overseas, be swiftly brought to an end.
- May legal, institutional, and policy mechanisms be established so that the international community can systematically and effectively counter North Korea's transnational repression. May God oversee and guide the international conference of the Transitional Justice Working Group to be held in Seoul next year.

▶ ▶ Article Summary
It is reported that North Korean border security officials are conducting house searches targeting residents who have a history of using Chinese cell phones. Anxiety is spreading among residents, who fear that security officials could show up at any moment, with some reportedly suffering from extreme fear and sleepless nights. A source in North Hamgyong Province stated, "Recently, there have been households in border areas like Hoeryong City, Onsong County, and Musan County that have been subjected to surprise house searches by security officials," adding, "These households mostly include residents who have a history of using Chinese mobile phones."
This crackdown is happening not only in North Hamgyong Province but also in other border regions like North Pyongan and Ryanggang Provinces. In the past, house searches were only conducted when someone was caught in the act. However, recently, searches are being carried out based solely on past Chinese cell phone usage records. Residents found to possess Chinese cell phones are reportedly being arrested. The source said, "Here (in North Korea), they usually raid homes at night to arrest or deport people who have committed serious crimes, or their families. So, the very fact that security officials break in at midnight causes residents to be gripped with fear that they might be dragged off as political criminals." Due to this atmosphere, some residents are reportedly hiding their Chinese cell phones elsewhere or destroying them entirely.

"Continue to remember those in prison as if you were together with them in prison, and those who are mistreated as if you yourselves were suffering." (Hebrews 13:3, NIV)
- Lord, have mercy on North Koreans who live under surveillance and control, with their human rights violated, all to maintain Kim Jong Un's three-generation hereditary dictatorship.
- May the two Koreas swiftly achieve Gospel Unification based on liberal democracy. May freedom and human rights be guaranteed for North Koreans, and especially may freedom of religion be ensured so they can freely believe in Jesus, be saved, and engage in worship, evangelism, and missions.
3. North Korea Prayer (3) ('North Korean Construction Units' Head to Russia... Foreign Currency Earning Intensifies)

▶ ▶ Article Summary
Thousands of North Korean military construction unit personnel are reportedly moving sequentially to Russia. Along with the deployment of additional troops, there is an analysis that the North Korean regime's foreign currency earning efforts have intensified. The cumulative size of North Korean troop deployment to Russia, which began in October of last year, is estimated to be at least 12,000 as of the first half of this year. At one point, a large number were deployed to the Kursk front, engaging in direct combat with the Ukrainian army, with casualties nearing 5,000. Last September, Putin even praised North Korean troops for fighting "very bravely" on the Kursk front.
Since discussions about an end to the war or a ceasefire surfaced, the role of North Korean troops has been changing as the war situation shifts. On the 4th, the National Intelligence Service (NIS) reported to the National Assembly that about 10,000 North Korean troops are performing border guard duties, and an additional thousand engineer troops have been deployed for mine clearance.
In particular, the movement of a 'construction unit' for post-war infrastructure reconstruction has also been detected. The deployment of construction units is analyzed as the Kim Jong Un regime's "final means of earning foreign currency" being fully operational. The stipend for the previously deployed North Korean troops in Russia is known to be around $2,000 per person per month, leading to an estimate that North Korea could be earning over 700 billion Korean Won (USD 480 Million)annually in foreign currency.

"For the one who avenges blood remembers; he does not forget the cries of the afflicted." (Psalm 9:12, NIV)
- According to the NIS, casualties among the approximately 10,000 North Korean troops deployed to Russia are nearing 5,000, and an additional thousand engineer troops are reportedly assigned to the dangerous task of mine clearance. Have pity on the deployed North Korean soldiers and protect their lives and health. May God rule over the Russia-Ukraine war so that it may swiftly end.
- The deployment of construction units for Russia's post-war infrastructure reconstruction is suspected to be a means for Kim Jong Un to earn foreign currency. May the waste of precious lives of young North Korean soldiers, reduced to tools for the Kim Jong Un three-generation hereditary dictatorship's foreign currency earnings, cease. May Gospel Unification be achieved soon, guaranteeing the lives and freedom of all North Korean residents, including the soldiers, and allowing them to freely believe in Jesus and be saved.
