Article Summary
The International Atomic Energy Agency (IAEA) announced in a report on the 18th that a new building, suspected to be a uranium enrichment facility, has been constructed at Yongbyon in North Korea. After analyzing satellite images and related information over the past year, the IAEA confirmed that construction began in December last year and exterior work was completed in May of this year.
The IAEA pointed out that the facility is similar to the uranium enrichment facility in Kangson near Pyongyang, and raised the possibility that North Korea may use this new facility to expand uranium enrichment activities. Expressing serious concern, the IAEA emphasized its intention to continue verification activities.
The Yomiuri Shimbun, which reported the findings, explained: “There has long been a facility at Yongbyon producing highly enriched uranium, a raw material for nuclear weapons. The construction of a new enrichment facility indicates that North Korea is accelerating its nuclear development.”
In the same report, the IAEA also noted that the Punggye-ri nuclear test site remains in a state of readiness for conducting additional nuclear tests. Based on this report, Yomiuri said that North Korea’s nuclear development will be discussed at the annual IAEA General Conference scheduled for mid-next month.

2. North Korea Boasts of Local Industrial Plant Achievements, but Reality Is… “The Underwear Isn’t Even Good Enough to Use as a Rag”
The North Korean Workers’ Party newspaper, Rodong Sinmun
, reported on February 12: “The inaugural ceremonies for 20 county-level local industrial factories have erupted like a victorious cannon blast in Kim Hyong-jik County, announcing the complete achievement of the first-year target. What an awaited moment this is!” (Rodong Sinmun / News1 photo)
Article Summary
While the North Korean authorities are loudly promoting the construction of local industrial plants as a major achievement of Kim Jong-un, sources report that the reality residents experience is poor-quality products and idle factories. It is also said that inspections by prosecution agencies are being conducted in some areas, with the aim of normalizing the production of food and daily necessity factories ahead of the Party Foundation Day on October 10.
The large-scale national project, the “20×10 Local Development Policy”, launched in 2024, aims to build modern local industrial factories in 20 counties each year for 10 years, in order to raise the basic material and cultural living standards of the people. The Kim Hyong-jik County local industrial plant, the last of the 20 projects for 2024, was completed in February this year. In April, to mark Kim Il-sung’s birthday, it supplied residents with goods at state-set prices: soap (2,500 won), toothpaste (2,000 won), toothbrushes (1,000 won), sneakers (20,000 won), corn oil (12,000 won), soybean oil (15,000 won), and underwear (8,000 won).
However, residents complained bitterly about the low quality of the products, with remarks such as: “The underwear isn’t even good enough to use as a rag,” and “Who would buy domestic clothes like this?” As of now, the factory has essentially ground to a halt. Even in the past, food, daily necessity, and clothing factories existed, but they failed to produce properly, leaving no real contribution to people’s lives. As residents say: “We still buy basic food and clothes in the marketplace.”

3. [Pyongyang Focus] North Korea’s Unchanged Strategy Toward the South: “Liberation of South Korea”
The North Korean Workers’ Party newspaper, Rodong Sinmun, reported on the 16th that “a youth and student oratorical gathering to celebrate the 80th anniversary of national liberation was held at the Arch of Triumph Square, followed by a demonstration march.” (Rodong Sinmun / News1 photo)
Article Summary
This year, tens of thousands of people have joined North Korea’s “Baekdu Mountain Revolutionary Site March.” The goal of this march is to spread the “Baekdu Spirit,” which means showing complete loyalty to Kim Jong-un and focusing on the idea of “freeing South Korea.”
Some people thought that North Korea’s plan toward South Korea changed after January 2021, because the phrase “National Liberation Democratic Revolution” was removed from the Party’s rules. But in reality, North Korea’s main strategy toward the South has not changed.
At the end of 2023, in a big Party meeting, Kim Jong-un spoke about the idea of “two hostile states.” He said South Korea should no longer be seen as a partner for peace or unification, but as an enemy country at war. He gave orders to prepare to take over the South. This shows that the “two-state theory” is still connected to the idea of “freeing South Korea.”
In October 2024, however, Kim Jong-un said at the National Defense University: “We have no intention of attacking the Republic of Korea.” This made the “two-state theory” seem different from the idea of “South Korea’s liberation.” Many South Korean experts and media believed his words directly. But every time Kim makes a statement, the important thing is to look at his true intentions. Taking his words at face value has often created confusion in South Korea. North Korea’s tricks and lies toward the South continue to be very effective.
On August 14, at an international academic meeting in the National Assembly, a pro-North scholar, Jeong Gi-yeol, gave a talk about a “multipolar world order.” That same day, Rodong Sinmun (North Korea’s state newspaper) also published an article on the same theme, saying: “The world is moving forward strongly along the path of multipolarity.” “Multipolarity” means rejecting a world order led by the United States. Experts expect that North Korea will keep using pro-North figures like this to strengthen its deceptive strategy toward South Korea.
