1. North Korean Laborers in Russia Work 18 Hours a Day Like “Modern-Day Slaves”

Interviewing six North Korean workers who escaped from Russia as well as government officials, the BBC said that under the surveillance of agents from North Korea’s Ministry of State Security, they are exploited under harsh labor conditions.
Cut off from outside contact, they work 18–20 hours a day on high-rise construction sites and others. When they, from lack of sleep, doze off standing, managers catch them and beat them. Even when a worker was severely injured in the face from a fall accident, he was not allowed to leave the construction site to go to a hospital.
Professor Kang Dong-wan said, “North Korean workers are exposed to extremely dangerous conditions. At night, they work in darkness without lights and with almost no safety equipment.”
However, most of their wages are immediately sent to the North Korean government under the name of “loyalty fees,” and their personal pay amounts to only $100–200 per month, which is given to them in a lump sum when they return home, to prevent desertion. The workers said, “We were ashamed when we learned that Central Asian workers do one-third of our work but are paid five times as much,” and “Workers from other countries called us ‘slaves.’”
More than 13,000 North Korean residents entered Russia last year, a twelvefold increase from the previous year, and estimates suggest as many as 50,000 may be dispatched this year.

2. North Korea Accelerates Naval Nuclear Armament… Begins Operational Deployment of SLCMs
Kim Jong-un, Chairman of North Korea’s State Affairs Commission, attended a submarine launching ceremony on September 6, 2023, according to the ruling party’s official newspaper Rodong Sinmun. The paper reported that Tactical Nuclear Attack Submarine No. 841 was built and named Hero Kim Kun-ok. In his congratulatory speech, Kim emphasized the nuclear armament of the navy.

3. Kim Yo-jong Again Objects: Calls Measures a “Cheap Deception”

On August 14, Kim Yo-jong, vice department director of North Korea’s Workers’ Party, issued a statement titled “Seoul’s Hope Is Nothing More Than a Foolish Dream.” She criticized South Korea’s de-escalation measures, such as dismantling anti-North loudspeakers, calling them a “cheap deception.”
North Korea also denied South Korea’s announcement, saying that it had never removed its own anti-South loudspeakers. Meanwhile, South Korea’s Ministry of Unification responded that the government would continue to consistently promote “normalization” and “stabilization” measures so that inter-Korean relations can shift to a mutually beneficial state.
