▶▶ Article Summary
On July 31, a North Korean defector crossed into the South via the sea, the Joint Chiefs of Staff reported on the 7th. The military authorities discovered the individual in the neutral zone of the Han River at around 11 p.m. on July 30 and tracked and monitored him for about 10 hours. He was rescued at around 4 a.m. on the 31st by using a coastal patrol boat. The man, who had tied Styrofoam to his body, was swimming in the waters off the coast of Gyodong Island, Ganghwa County, Incheon, when he was spotted by soldiers from the 2nd Marine Division. He waved his hand to show his intent to defect. The Navy then asked, "This is the Republic of Korea Navy. Do you intend to defect?" and confirmed his intention to defect before securing him. This information was also shared with the United Nations Command. There were no unusual activities from the North Korean military. The government is conducting a joint investigation to confirm the identity of the individual, and if his intention to defect is officially confirmed, he will be recognized as a North Korean defector and receive domestic resettlement support. This is the second defection since the current government of Lee Jae-myung, following a man who crossed the Military Demarcation Line (MDL) in the central-western front on July 3.

2. 'Acknowledging Nuclear Status' Condition, but U.S. Shows Willingness to Talk with North Korea's Kim Jong-un
▶▶ Article Summary
U.S. President Trump has once again confirmed that he has a clear willingness to engage in dialogue with North Korea, according to the U.S. State Department. This is the first response since North Korea stated through Kim Yo-jong on July 29 that it would only engage in talks with the U.S. if its status as a nuclear-armed country is recognized. As a result, concerns have been raised that if U.S.-North Korea dialogue resumes, President Trump might pursue a 'small deal' involving nuclear capability reduction, rather than the complete denuclearization of North Korea. Deputy Assistant Secretary of State for East Asia and Pacific Affairs, and Special Representative for North Korea, Alex Bailey, mentioned the 2018 U.S.-North Korea Singapore Joint Statement, emphasizing that the U.S. is working to return the remains of Korean War veterans. He further stated, "Since the beginning of his second term, President Trump has made it clear that he is willing to engage in negotiations with North Korea to achieve these policy goals." Both sides had issued a joint statement at the Singapore Summit, which outlined four key areas: establishing new U.S.-North Korea relations, creating a peace regime on the Korean Peninsula, efforts for the complete denuclearization of the peninsula, and repatriating prisoners of war and missing persons' remains. The South Korean government views that the U.S. may initially refrain from mentioning denuclearization in order to bring North Korea to the negotiating table, but that denuclearization could be encouraged during actual negotiations.

"Asa called to his God, 'O Lord, there is none to help between the mighty and the weak, but help us, O Lord our God, for we rely on You, and in Your name we have come against this multitude. O Lord, You are our God; let not man prevail against You.'" (2 Chronicles 14:11)
3. National Intelligence Service and Ministry of Unification Scratching Kim Jong-un's Itch
▶▶ Article Summary
The Lee Jae-myung government is pushing to relax regulations on public access to North Korean materials, starting with publications like novels unrelated to North Korean regime propaganda. The government is also considering making North Korean broadcasts accessible to everyone. While the government is focusing on ensuring the right of the South Korean public to access North Korean information, it is simultaneously making decisions that completely ignore the right of North Korean citizens to access information. The government has shut down loudspeakers broadcasting to North Korea and halted radio and TV broadcasts aimed at the North. For over 50 years, South Korean broadcasts have been received in North Hwanghae and Gangwon provinces. The National Intelligence Service (NIS) had edited popular South Korean programs into PAL format, which North Korean citizens could view. Lee Cheol, a former National Security Agency agent who defected after watching those broadcasts, noted that despite Kim Jong-un’s crackdown, it is hard to completely control the spread of Hallyu (Korean Wave) in North Korea. The NIS and military authorities have been leading efforts to block the eyes and ears of North Korean citizens, while the Minister of Unification suggested removing the term “unification” from the Ministry’s name, which Kim Jong-un forbids, and even proposed adjustments to the joint U.S.-South Korea military exercises to the President. The government should focus not only on aligning with Kim Jong-un’s preferences for resuming dialogue but also on pursuing North Korea policies and unification plans that North Korean citizens hope for.
