1. "‘Soldiers’ Day’ Expanded from Once to Twice a Week – Military Officers’ Wives Sigh"
North Korea’s Workers’ Party newspaper Rodong Sinmun reported that Chairman Kim Jong Un inspected the 105th Guards Tank Division of Seoul Ryu Kyong-su and its subordinate 1st Armored Infantry Regiment of the Korean People's Army on March 24, 2024. /Photo: Rodong Sinmun · News1

The North Korean People’s Army’s 11th Corps has issued an order to expand “Soldiers’ Day,” previously held once a week, to twice a week—on Wednesdays and Sundays—in order to boost soldier morale. “Soldiers’ Day” is a tradition dating back to the era of Kim Jong Il, during which special meals are provided to soldiers. However, since the state does not fund these meals, military officers and their families bear the full burden of preparation, leading to growing complaints and fatigue among officers’ wives.
Especially concerning is the expectation that meals for hundreds of soldiers include more than three side dishes, pushing many to the brink of protest. Some units have even implemented their own rules to limit the number of side dishes. While the Political Department emphasizes that “the spirit of defending the homeland begins at the dining table” and calls on officers’ families to treat soldiers as their own children and support them both materially and emotionally, the families are voicing exhaustion.
Adding to the burden, they have also been instructed to provide nutritious meals for new recruits and soldiers under their care. A source said, “What’s most desperately needed right now is for the state to take responsibility for feeding the soldiers. While it’s heartbreaking that these young men devote their youth to long-term service, it’s just as sad for the wives of officers who followed their husbands and are now stuck doing all the support work with no way out.”

On July 14, North Korean Defectors’ Day, an international seminar was held in Nairobi, Kenya to promote North Korean human rights activities. It was the first time such an event took place in Africa. The seminar was co-hosted by the Korean Culture and International Exchange Association (WIIS), an NGO under the Ministry of Foreign Affairs, and "TIMJ" (Tongil Majung), a non-profit organization run by Christian North Korean defectors and South Korean youth. Around 30 participants attended the event, including African civil society leaders, human rights experts, and North Korean defectors.
The joint resolution adopted for the improvement of North Korean human rights included content such as: condemning human rights violations in North Korea, calling for the protection of universal human rights, strengthening international solidarity, and promoting human rights education and youth participation. Ju Il-ryong, a defector youth and representative of TIMJ, expressed hope, saying, “When African civil society—facing situations similar to North Korea—speaks out for human rights, it sends a powerful message to the international community about the North Korean issue.”
In her testimony, female defector Kim Bo-bin pleaded, “Please remember the women of North Korea who are denied even the right to life and bodily autonomy.” The seminar is also scheduled to be held in Ghana on the 18th. The entire seminar process is being filmed by director Kim Kyu-min, himself a North Korean defector, and will be made into a documentary. Park Heung-guk, chairman of WIIS, stated, “We hope this becomes an opportunity for African countries to actively participate in the UN's North Korean Human Rights Resolution.”

3. "Support Governance for North Korean Defectors in Crisis Needs Reform… Shift Away from Centralized Control"
Professor Mo Chun-heung of Hanyang University’s Institute for Peace Studies argued on the 16th, during the "2nd Joint Academic Conference Commemorating North Korean Defectors' Day," that the current system for identifying North Korean defectors in crisis must be improved as shown in the image above.

On July 16, the Ministry of Unification held the "2nd Joint Academic Conference Commemorating North Korean Defectors’ Day" at the Korea Press Center in Seoul. Professor Mo Chun-heung from Hanyang University’s Institute for Peace Studies stated that, to proactively identify North Korean defectors in crisis, the scope of targets and responsible parties must be expanded, and that information sharing between public institutions, as well as between public and private sectors, must be strengthened to improve the delivery system’s integration.
In particular, he proposed transitioning from a centralized structure to a "collaborative governance" model involving cooperation among central, local, and private sectors. Following the death of a North Korean defector mother and her son in 2019, the government integrated the unified case history management system with the welfare blind-spot detection system. However, the information feedback system between the Ministry of Unification, the Hana Foundation, and local Hana Centers has been criticized for not functioning properly.
Professor Mo emphasized that “information sharing between public institutions needs to be reformed first,” recommending the removal of barriers to information access. He also stated that the current central government-led support system should be improved to elevate the roles of local governments and private organizations.
Kim Hyun-ah, an official from Gyeonggi Province’s Peace Infrastructure Division, stressed the need for family integration support policies from a maternal perspective—such as parenting coaching and expanded healing cultural programs—since 72% of North Korean defectors residing in South Korea in 2025 are women.
