1. "Hallyu Still Spreading Among North Korean Residents"

Despite the North Korean authorities strictly enforcing the “Law on the Rejection of Reactionary Thought and Culture,” the so-called Korean Wave, including South Korean films and music, continues to be popular among residents. In December 2020, North Korea enacted this law in an effort to block the rapidly spreading South Korean culture known as Hallyu. Since its enforcement, many young students have been severely punished, but according to local sources, the popularity of Hallyu persists and is now difficult to eradicate.
On the 7th of this month, a second-year female student in the art department at Kim Jong-suk Teachers’ University was expelled and sentenced to three months of “re-education through labor” for humming the South Korean song “Eomama.” Sources reported that this incident has caused unrest on campus. “It wasn’t like she was singing loudly — she just hummed a few lines absentmindedly, so punishing her with re-education through labor is too harsh,” said university students.
It was also noted that practices such as providing scissors at noodle or bulgogi restaurants for convenience, eating seaweed soup on birthdays, and consuming South Korean foods like samgyeopsal (pork belly), tteokbokki, and jjajangmyeon at department store restaurants are all rooted in Hallyu culture. Even officials from judicial agencies responsible for cracking down on Hallyu are reportedly using Korean terms like “diet” and “stress” without hesitation.

2. North Korea–Russia Hold Banquet Marking 1st Anniversary of Treaty… Choe Son-hui Calls It “An Invincible Alliance”
North Korea’s state-run Korean Central News Agency (KCNA) reported on the 20th that the North Korean Foreign Ministry and the Russian Embassy in Pyongyang held a joint banquet the previous day to commemorate the first anniversary of the signing of their Comprehensive Strategic Partnership Treaty. On June 17, Kim Jong-un met with Sergei Shoigu, Secretary of Russia’s Security Council, who was visiting North Korea, and promised a third round of troop deployments — an additional 6,000 North Korean military engineers and construction personnel.
This year, Russia's pork exports to North Korea have significantly increased compared to last year. There are also reports that a large immigration control facility is being built on the Russian side of a new bridge under construction across the Tumen River between the two countries.
The South Korean government expressed grave concern over the illegal cooperation between North Korea and Russia — including the dispatch of North Korean troops — as it violates United Nations Security Council resolutions.

3. “North Korean Defector Group Says Leaflet Campaign Will Stop If President Lee Offers Personal Consolation”

A conflict has arisen between government ministries and the Families of Abductees organization over President Lee Jae-myung’s administration’s policy to block anti-North Korean leaflets. The ministry also pledged maximum effort to support this legislative process. However, there is growing concern within and outside the government about whether it is legally feasible to regulate leaflet distribution under existing laws, as it falls under the constitutional right to freedom of expression.
Choi Seong-ryong, head of the Families of Abductees organization, stated, “If the government can’t even confirm the fate of abductees, it shouldn’t talk about law to block the activities of our families.” However, he added a condition: “If President Lee meets with the two mothers in their 90s who are mothers of abductees and offers them comfort, and if he promises to raise the issue of confirming the abductees’ status when inter-Korean dialogue resumes, we will stop the leaflet campaign.”
