A source stated, “If a woman wants to give birth at a hospital, she must travel there by ox cart,” adding, “Tractors (called 'tturakttoreu') can’t operate due to a lack of fuel, and even using an ox cart requires approval from the person in charge.” Taxis rarely come into rural areas, and the high fare makes them unaffordable for local residents.
