1. Shinŭiju Wihwa Island: Hundreds of Makeshift Houses Built in a Rushed Manner

In the flood recovery area of Wihwa Island, Shinŭiju, North P’yŏngan Province, approximately 150 to 170 houses were hastily constructed. A completion ceremony was held on December 21 last year, with Kim Jong-un in attendance. (Photo: Sentinel-2C)
Article Summary
Last summer, heavy rains and floods during the monsoon season caused significant human and material damage on Wihwa Island, Shinŭiju. In response, North Korea rapidly built around 170 makeshift houses and held a grand completion ceremony on December 21, attended by Kim Jong-un. Some of the flood victims, who had been temporarily staying in P’yŏngyang, have returned and moved into these new homes.
However, Wihwa Island is a low-lying area with weak ground conditions, full of swamps and bogs, making it unsuitable for residential use. Due to material and equipment shortages, as well as tight construction deadlines, the houses were built hastily in an area prone to repeated flooding. To cut costs, wood was used instead of steel or concrete, and even then, due to a shortage of lumber, only the minimum structural supports were installed, with plywood used to cover the exterior. The construction was so rushed that the buildings are at risk of collapsing at any moment, leaving residents feeling uneasy.
This appears to be a classic case of showpiece governance, aimed at displaying progress to the outside world rather than genuinely improving living conditions. With the upcoming monsoon season, concerns are rising that large-scale flood damage may occur again, similar to last year.

Prayer Topics
“Rescue the weak and the needy; deliver them from the hand of the wicked.” (Psalm 82:4)
ᅬ The residents of Wihwa Island, Shinŭiju, who lost their homes due to last year’s floods, have begun moving into the newly built 170 houses. However, these buildings were hastily constructed with poor materials in an area prone to frequent flooding, raising serious safety concerns. Lord, please protect the lives and safety of these residents, so they do not suffer again from monsoon season floods or the collapse of their new homes.
ᅬ May North Korea be led by leaders and a government that genuinely care for the people’s food, clothing, and shelter—not just engaging in external propaganda or temporary solutions.
2. U.S. Expert: "Russia May Have Provided North Korea with Ship Detection Evasion Technology"

A new warship, suspected to be under construction at North Korea’s Chongjin Shipyard, is visible in satellite imagery as of February 13, 2025. RFA has marked the warship with a red circle.
Article Summary
As North Korea appears to be constructing a large warship, U.S. experts specializing in North Korea have raised concerns that the regime is collaborating with Russia to strengthen its conventional naval capabilities.
At Chongjin Shipyard—one of North Korea’s three major shipyards—a second large warship is under construction, with an estimated lower hull length of 117 meters and a beam width of 16 meters. The shipyard has previously produced semi-submersibles for infiltration into South Korea, as well as large cargo ships, ferries, and naval patrol vessels.
NK Insight, part of SI Analytics, highlighted in its report a rigid, metal lattice camouflage covering the ship under construction. Unlike traditional fabric tarps, this metal structure appears designed to conceal shipbuilding activities and interfere with radar detection.
Bruce Bennett, a senior researcher at the RAND Corporation, emphasized that the ability to evade enemy detection is crucial for naval vessels. He warned that if Russia has indeed provided North Korea with technology to evade detection by U.S. naval platforms, it would be a highly concerning development.
NK Insight further noted, "The construction of a second large warship suggests an unprecedented expansion of North Korea’s naval capabilities. If this vessel is indeed a combat warship, it could pose a significant challenge to the military balance on the Korean Peninsula and to the combined naval forces of South Korea and the United States."

"All those gathered here will know that it is not by sword or spear that the Lord saves; for the battle is the Lord’s, and he will give all of you into our hands." (1 Samuel 17:47)
ᅬ As North Korea constructs a large warship, U.S. experts suggest that Russia may have provided technology to help its naval vessels evade enemy detection. Lord, let the illegal military cooperation between North Korea and Russia, which threatens South Korea, be rendered powerless.
ᅬ While its people suffer from severe food shortages, the North Korean regime is pouring astronomical amounts of state funds into developing weapons of war. Lord, personally protect the defense and security of our nation.
3. North Korean POWs Express Desire to Go to South Korea; Government Declares Full Acceptance

Article Summary
A North Korean soldier, captured by Ukrainian forces after being deployed to Russia, has expressed a desire to go to South Korea. In response, the South Korean government stated that North Korean soldiers are considered South Korean nationals under the Constitution and that all who wish to come will be accepted.
According to the Geneva Conventions, prisoners of war (POWs) are generally repatriated to their home country, but exceptions are made if concerns about human rights violations arise. Both Russia and North Korea have denied the deployment of North Korean troops. If this denial continues, the captured soldiers could enter South Korea as defectors rather than as POWs. However, in either case, cooperation from the Ukrainian government is necessary.
Professor Park Won-gon from Ewha Womans University’s Department of North Korean Studies noted that Ukraine may use North Korean POWs as leverage to secure the release of its own captured soldiers. Therefore, South Korea would need to provide significant contributions to Ukraine for the transfer to be considered.
Meanwhile, former U.S. President Donald Trump officially mentioned North Korean troop casualties in Russia, suggesting that the issue could be placed on the negotiation table for a ceasefire with Russia, potentially leading to North Korea withdrawing its forces and halting arms support to Moscow.

"Rescue those being led away to death; hold back those staggering toward slaughter." (Proverbs 24:11)
ᅬ We give thanks that, following the South Korean government’s announcement of its full acceptance policy for North Korean POWs, Ukraine’s Ministry of Defense has also declared its willingness to facilitate their transfer to South Korea (as reported by Maeil Business Newspaper on February 23). Lord, please protect the lives and safety of the North Korean POWs and their families in North Korea. May those who wish to defect safely arrive in South Korea, settle well, and come to know Jesus as their Savior.
ᅬ May You oversee the upcoming U.S.-Russia ceasefire talks so that North Korea is prevented from deploying additional troops to Russia. Let the post-war agreements between Russia and Ukraine include an end to Russian military assistance to North Korea and full cooperation with UN sanctions against Pyongyang.
