1. Strengthened Mutual Surveillance Escalates Conflicts Among Residents… Confrontations with Security Department Informants

Summary of the Article
As North Korean authorities continue to emphasize the mutual surveillance system among residents, dissatisfaction with those acting as informants for the Security Department has reached an extreme, intensifying conflicts.
At the end of January, in a neighborhood unit in Sinuiju, an informant from the Security Department, identified as A, was caught eavesdropping on a conversation in front of the house of B, a remittance broker, leading to a physical altercation. A had pressed his ear against B’s door to listen in when B suddenly opened the door, exposing A’s activities as an informant.
Previously suspicious but uncertain, the residents were now convinced that A was indeed a Security Department informant and collectively condemned him.
In 2019, North Korea enacted the Mass Surveillance Reporting Act and subsequently revised it three times in 2020, 2021, and 2022, legally formalizing an all-encompassing reporting system. This has led to intensified mutual surveillance within neighborhood units, fueling conflicts among residents.
A source reported, “Even the sound of laughter at home will prompt a visit from a security officer the next day, asking, ‘What was happening yesterday that caused so much laughter?’” The source added, “It’s becoming routine to suspect innocent people.”

"The Lord… upholds the cause of the oppressed and gives food to the hungry. The Lord sets prisoners free." (Psalm 146:6-7)
○ Since 2019, North Korea has enforced the Mass Surveillance Reporting Act, establishing a system where residents spy on each other and report every movement to the Security Department. May this law, which fosters distrust and conflict among neighbors, be abolished.
○ May the oppressive, human-rights-violating, and nation-enslaving dictatorship of North Korea, built upon the idolization and deification of the Kim family’s three-generation rule, come to an end swiftly.
2. North Korean Security Officers Seek Profitable Posts… Bribery and Lobbying on the Rise

Summary of the Article
Security officers in charge of regional offices in Yanggang Province, North Korea, are actively engaging in bribery and lobbying to be transferred to positions where they can personally benefit. Their focus appears to be shifting increasingly from maintaining public order to securing their livelihood.
Recently, a security officer in his 50s from a substation in Hyesan City approached the substation chief, requesting a transfer on the grounds that there had been no incidents in his assigned area for several years. However, the request was denied and instead reported to the city’s Security Department as a "bribe for personal gain," leading to criticism.
Areas known as smuggling hubs are particularly popular among security officers. Since illegal activities are more frequent near the border, officers have greater opportunities to extort money under the pretext of cracking down on smuggling.
Because station chiefs and other higher-ranking officials hold significant influence over transfers, security officers resort to bribery, flattery, and sycophancy to gain favor. Sources indicate that this situation stems from the difficulty of sustaining a livelihood solely on salaries or rations, making the illicit income from enforcement activities an essential part of their survival.
A source stated, “Given these circumstances, crackdowns on illegal activities by security officers are inevitably becoming more lax.”

"Rescue the weak and the needy; deliver them from the hand of the wicked." (Psalm 82:4)
○ In North Korea, security officers frequently bribe higher officials to secure assignments in border areas, where they can exploit illegal activities for personal gain, as surviving on wages and rations alone is difficult. Lord, we lift up North Korea, a nation rife with corruption from the highest levels to the lowest. Have mercy, and establish leaders and a government that prioritize the people's well-being, eradicate corruption, and ensure residents’ basic needs are met.
○ Protect the impoverished North Korean people from the bitter winter cold. Until the day comes when the gospel unites the Korean Peninsula and they can freely believe in Jesus, safeguard their lives and health. Lord, provide daily bread and firewood for them with Your own hand.
3. South Korean Separated Families Condemn North Korea’s Demolition of Mount Kumgang Reunion Center as “Inhumane”

Summary of the Article
It has been confirmed that North Korea is demolishing the Separated Families Reunion Center in the Mount Kumgang Tourist Zone. Organizations representing separated families have strongly condemned the act, calling it an inhumane rejection of their long-held hopes for reunions.
According to the Ministry of Unification, as of the end of last year, a total of 36,941 South Koreans had registered with the government in hopes of locating family members in North Korea. Among them, about 35% are in their 80s, and nearly 30% are over 90, meaning the majority of applicants are elderly.
In terms of family relationships, 39% of surviving applicants have a spouse, parent, or child in North Korea, while 40% have siblings, and 21% have more distant relatives.
Jang Man-soon, chairman of the Ten Million Separated Families Committee, emphasized that although government-led family reunions have not taken place for a long time, the Mount Kumgang Reunion Center has symbolic significance as a place where reunions could occur whenever an agreement is reached between the two Koreas. He expressed deep disappointment over the center’s demolition, calling it an inhumane act that crushes the hopes of separated families.
From 2009 to 2018, five official family reunions were held at the center, with approximately 800–900 participants per event, totaling 4,392 separated family members who were able to meet their loved ones.

Prayer Topics
○ North Korea’s demolition of the Separated Families Reunion Center in the Mount Kumgang Tourist Zone has deeply disappointed the 36,000 separated families in South Korea, effectively eliminating the possibility of future reunions. Lord, please comfort the South Korean families who are heartbroken by this inhumane act.
○ Lord, 72% of those who applied to find their separated families have already passed away, and three out of four surviving applicants do not know whether their North Korean relatives are still alive. Please bring about the swift unification of Korea under a free and democratic system, allowing separated families and North Korean defectors to reunite with their loved ones. May the day soon come when North Koreans can freely believe in Jesus, worship, and experience the blessings of evangelism and mission.
