Oct week5 Prayer Points for North Korea
1. EU to submit UN resolution on North Korean human rights including concerns about North Korean defectors being sent back
▶ ▶ Article Summary:
The spokesperson for the EU delegation to the UN, Christopher Matthews, has announced that the EU will submit a comprehensive resolution on North Korean human rights, including issues related to the forced repatriation of North Korean defectors, to the UN General Assembly's Third Committee by October 31. The UN General Assembly has consistently emphasized the principle of non-refoulement through North Korean human rights resolutions for 18 consecutive years. The issue of North Korean defectors was highlighted during the report by UN Special Rapporteur on North Korean Human Rights, Elizabeth Salmon, at the UN General Assembly's Third Committee meeting on October 23. Salmon warned that most female North Korean defectors, if forcibly repatriated, would face torture, sexual violence, and extrajudicial killing. In a recommendation report submitted to the Third Committee earlier this month, Salmon called on China and Russia to adhere to the non-refoulement principle regarding North Korean defectors. During the Third Committee meeting, representatives from at least four countries, including South Korea, the UK, the Czech Republic, and Switzerland, called for the enforcement of the non-refoulement principle. However, the Chinese representative reiterated China's existing position that "North Korean defectors are illegal immigrants, not refugees." Human rights organizations in North Korea welcomed the fact that the issue of North Korean defectors was raised at the UN General Assembly but expressed concerns that most member states, including South Korea, did not directly mention 'China.' Hee-seok Shin, a legal analyst at the Korean Transitional Justice Working Group, pointed out that South Korea is avoiding raising the issue properly with China, and said, "Speaking out against the Chinese government's forced repatriation of North Korean defectors is not only conducive to universal human rights promotion but also desirable for establishing a stable South Korea-China relationship in the long term."

2. Israel claims Hamas used North Korean weapons in a surprise attack
▶ ▶ Article Summary
The Israeli military has stated that among the weapons used by the Palestinian armed group Hamas during its surprise attack on Israel on October 7, North Korean-made weapons were also included. The weapons used by Hamas militants when they attacked Israeli border towns on October 7 included mines, portable anti-tank rocket launchers (RPGs), and homemade drones. An Israeli military official, who requested anonymity, revealed that 10% of the weapons used by Hamas in the surprise attack were of North Korean origin. Previously, South Korean authorities had also disclosed the discovery of North Korean-made 122mm howitzer shells in the Israeli border area, believed to be associated with armed groups linked to Hamas. North Korea has consistently denied allegations of providing weapons to Hamas, dismissing them as "baseless fabrications." Meanwhile, the White House recently confirmed that there was evidence suggesting North Korea supplied more than 1,000 containers of equipment and ammunition to Russia. The UK Ministry of Defence also noted that it is almost certain that significant North Korean military supplies, possibly intended for use in the Ukraine war, have arrived at ammunition depots in western Russia. There is growing concern that, if North Korea maintains its current scale and speed of military material shipments, it could become one of Russia's most important arms suppliers, along with Iran.

3. "US Senate Proposes IMF Denial of Loans to 'Authoritarian States,' Including North Korea"
▶ ▶ Article Summary:
On the 26th, U.S. Senators, including Republican Rick Scott, introduced the "International Monetary Fund (IMF) Accountability Bill" that would prevent certain countries, including North Korea, from obtaining loans from the International Monetary Fund (IMF). The sponsoring lawmakers emphasized that authoritarian states that threaten democratic values should not receive financial support from the IMF. The core of the bill is for the United States to leverage its influence and voting power within the IMF to prevent urgent funding from being granted to countries such as Iran, China, Russia, Cuba, Venezuela, Nicaragua, Afghanistan's Taliban regime, including North Korea. In particular, the U.S. IMF representative opposed distributing IMF International Reserve Assets, Special Drawing Rights (SDRs), to the respective countries. SDRs are potential claims that IMF member countries, including the United States, Japan, and China, with more than two-thirds of total voting rights in member country votes, typically use to address financial crises. However, North Korea is not currently an IMF member. To join the IMF, a country must have the support of more than half of the major member countries, including the United States, Japan, and China, which hold over two-thirds of the total voting rights in member country votes. The lawmakers underscored the significance of the bill in sending a clear message that the United States does not provide funds to authoritarian states that violate human rights, support Iran, which backs the Palestinian armed faction Hamas responsible for attacking Israel, and threaten democracy.
