1. UN Human Rights Office Director: "Risk of Torture when Repatriated North Korean Defectors... China Should Not Force Deportation"
▶ ▶Article Summary
James Hian, the Director of the UN Human Rights Office in Seoul, spoke as a presenter at the Ministry of Unification's "North Korean Human Rights Dialogue" held on the 7th, focusing on the topic of "Crisis and Response Strategies for North Korean Defectors in China." He urged that North Korean defectors face the risk of torture when forcibly repatriated, in accordance with the UN Convention Against Torture, and called on Chinese authorities not to force deportation. He emphasized that regardless of whether they are refugees, economic migrants, or even tourists, there should be a prohibition on forced deportation, and China should not forcibly repatriate North Korean defectors even if they do not consider them refugees. During the seminar, it was argued that China forcibly repatriates defectors not only for political reasons but also for economic gain. Yojanna Hosadyek, Deputy Director of the North Korean Human Rights Citizens' Alliance, pointed out, "Products labeled as 'Made in China' and registered as produced in Jilin Province may have been produced through forced labor in North Korean detention facilities." She suggested that the international community should consider expanding sanctions to prove that products produced in the border areas between North Korea and China are not made through North Korean forced labor or penal labor.

"Rescue those being led away to death; hold back those staggering toward slaughter. If you say, 'But we knew nothing about this,' does not he who weighs the heart perceive it? Does not he who guards your life know it? Will he not repay everyone according to what they have done?" (Proverbs 24:11-12, NIV)
2. North Korea Repatriates Over 500 Workers, Including Those with Mental Health Issues, by Train and Bus
▶ ▶Article Summary
A passenger train service between North Korea and China, which had been suspended due to COVID-19, resumed operations on the last day of the previous month. On the morning of the 31st, a seven-car passenger train departed from Dandong and entered Shinuiju. The train carried over 300 North Korean workers who were of particular concern due to health issues. Amid reinforced epidemic control measures, these workers had been living under restricted conditions, shuttling only between their dormitories and workplaces. A source reported, "In each factory that employed 150 to 200 North Korean laborers, there were 5 to 6 individuals with mental health disorders." These workers were unable to perform their tasks normally due to conditions like depression, bipolar disorder, poor appetite, and sleep disorders. It was also reported that a worker suffering from depression attempted extreme measures in the dormitory last year. These North Korean workers refused treatment at Chinese hospitals due to concerns about social repercussions and the lack of medical expenses. Consequently, it appears that individuals with challenging mental health conditions were prioritized for repatriation. Additionally, on the same day, it was reported that more than 200 North Korean workers were repatriated by bus.

3. Kim Jong-un Meets Putin, While North Korea Hacks Russian Weapon Technology in the Background
▶ ▶ Article Summary
It has been revealed that North Korea has been stealing Russian technology for years, even as North Korea and Russia are reportedly planning a large-scale arms deal during their summit in the middle of this month. North Korea is said to have hacked the internal network of "Sputnix," a Russian satellite development company, last year and obtained technology related to miniature satellite systems. They have also reportedly succeeded in hacking Russia's largest tank production company, "Uralvagonzavod," and the missile defense missile development company "Almaz-Antey." Advanced weapons-related defense companies, including those involved in hypersonic technology and ICBMs, have also been repeatedly hacked by North Korea over the years. Analysts believe that such hacking has played a role in North Korea's progress in space technology, including the launch of space vehicles equipped with reconnaissance satellites twice this year alone. Bang Jong-gwan, the Director of the Power Development Center at the Korea National Strategy Institute (KRINS), stated, "Russia is both North Korea's top weapons sales partner and a target for technology theft."
